OPEN SESSION:

RESOLUTIONS

  1. Consider and take necessary action to approve a resolution proclaiming March 24, 2026, as “Grace Community School Girls’ Soccer Day” in Smith County.
  2. Consider and take necessary action to approve a resolution proclaiming March 2026, as “Developmental Disabilities Awareness Month” in Smith County.
  3. Consider and take necessary action to approve a resolution proclaiming April 2026, as “Child Abuse Prevention Month” in Smith County.

COURT ORDERS

CONSTABLE – PCT 2

5. Consider and take necessary action to approve request to utilize Justice Court Security Funds for a security door package including badge reader in the amount of $15,258.64.

Comments: 

We approved the request to utilize Justice Court Security Funds for a security door package including badge reader in the amount of $15,258.64. This is a targeted upgrade that improves access control at the public entrance, employee entrance, courtroom, and offices that handle money. It builds on last year’s door upgrades and uses only dedicated court security funds — no new cost to taxpayers.

HUMAN RESOURCES
6. Consider and take necessary action to approve the acceptance of donations pursuant to Texas local government code 81.032.

Comments:

We approved the acceptance of donations pursuant to Texas Local Government Code 81.032. These are donated gifts (including gift cards and a 65-inch Samsung TV) for “County Government Month” employee door prizes. I appreciate our local businesses stepping up to recognize our county employees. What a wonderful way to celebrate our employees!

PURCHASING

7. Consider and take necessary action to award contracts for the following bids and authorize the county judge to sign all related documentation:

  1. RB-01-26 Road Improvements to CR 129 (CR 113 to US HWY 69) and CR 146,
  2. RB-03-26 Road Improvements to CR 452 (US 69 to FM 2710),
  3. RB-04-26 Road Improvements to CR 1143 (US 64 to CR 1125) and CR 1145 (CR 1143 to Pleasant Hollow Road), and
  4. RB-06-26 Road Improvements to CR 471 (SH 110 to Tyler City Limits) and CR 433 (CR 471 to SH 110).

Comments:

We awarded four roadway reconstruction contracts to the lowest bidder, Texana Land and Asphalt, Inc. These are full-depth reconstruction projects that include grinding, cement treatment, and asphalt overlay. Road & Bridge staff will perform full inspections during the process and conduct a final inspection on each project. Every contract also includes a one-year warranty once the work is accepted.

Here’s the detailed breakdown on each project straight from the meeting:

RB-01-26 – From Road & Bridge Budgeted Funds

  • Road Improvements to CR 129 (from CR 113 to US HWY 69) – $497,250 and 
  • CR 146 – $207,602 
  • Approximately 2.595 miles
  • Expected completion within 90 calendar days once construction begins 
  • Low bid total: $704,850

RB-03-26 – From Bond Funds

  • Road Improvements to CR 452 (from US 69 to FM 2710)
  • Approximately 5.152 miles
  • Expected completion within 120 calendar days once started
  • Low bid total: $1,506,796.56

RB-04-26 – From Bond Funds

  • Road Improvements to CR 1143 (from US 64 to CR 1125) – $833,070 and 
  • CR 1145 (from CR 1143 to Pleasant Hollow Road) – $333,965 and 
  • CR 1143 Spur – $211,222
  • Approximately 3.352 miles total
  • Expected completion within 120 calendar days once started
  • This project will use a heavier pavement design — 3-inch hot mix on CR 1143 instead of the typical 2-inch — because of high traffic volumes and the adjacent concrete batch plant near Pounds Field Airport. We’re targeting a summer start so the work is finished before the October Rose City Airfest. 
  • Low bid total: $1,378,257

RB-06-26 – From Bond Funds

  • Road Improvements to CR 471 (from US 60 to SH 110) and CR 433A (CR 471 to SH 110)
  • Approximately 4.829 miles
  • Expected completion within 120 calendar days once started
  • Low bid total: $599,034.50

Before we moved on to the next agenda item, I had one more thing we needed to address. The Road and Bridge Department does much more than rebuilding roads. The 2016 Atkins Road Report showed they used to submit monthly reports detailing all the work orders completed each month in categories such as culverts, ditches, tree trimming, mowing, paving, patching, and more. I proposed to the Court and to Frank Davis, County Engineer, that we bring these monthly activity reports back so the public can see the real value they get from their tax dollars. Everyone agreed this was a good idea, and Frank Davis confirmed that pulling this information from their existing software is simple and would be no problem at all. I’ll be on the lookout for those monthly reports!

FINANCIAL CRIMES INTELLIGENCE CENTER

8. Consider and take necessary action to approve a lease agreement between Smith County and Commercial Vehicle Leasing, L.L.C., d/b/a D&M Leasing for four FCIC vehicles and authorize the county judge to sign all related documentation

Comments:

We approved a lease agreement between Smith County and D&M Leasing for the FCIC a 2025 Ford F150 4 WD SuperCrew XLT. This is 100% state-funded — no extra cost to Smith County taxpayers. The Financial Crimes Intelligence Center continues to grow and fight fraud and financial crime across our state. I’m glad we can support that mission without touching your pocketbook.

RECURRING BUSINESS ROAD AND BRIDGE

9. Consider and take necessary action to authorize the county judge to sign the final plat for the Staroad Subdivision, Precinct 3.

10. Receive pipe and/or utility line installation request (notice only) for County Road 46 with Oncor Electric to install poles in Precinct 4.

TREASURER’S OFFICE

11. Consider and take necessary action to accept the Treasurers February monthly report as received.

AUDITOR’S OFFICE

12. Consider and take necessary action to approve and/or ratify payment of accounts, bills, payroll, transfer of funds, amendments, and health claims.

Comments:

We approved paying the bills. This includes clean-up items from insurance settlements and a DEA Task Force reallocation from capital to travel and training. I review these every week  — that’s how we protect your tax dollars and stay accountable.
