OPEN SESSION: 

RESOLUTIONS:
 
1. Consider and take necessary action to adopt a resolution proclaiming April 25, 2025, for Tyler ISD, and May 1, 2025, for Whitehouse ISD, as “Decision Day” in Smith County.

COURT ORDERS

COMMISSIONERS COURT
2. Consider and take necessary action to adopt a resolution of support for the establishment of the “Fire Marshal Jimmy W. Seaton Memorial Highway” in Smith County.

Comments:

Reece DeWoody, District Director for Senator Bryan Hughes, requested a resolution of support from Smith County for Senate Bill 2515, which designates the portion of State Highway 64 West in Smith County between its intersection with Loop 323 and its intersection with the western Smith County line as the “Fire Marshal Jimmy W. Seaton Memorial Highway.” Season served as Smith County Fire Marshal for more than 27 years before he passed away in 2014. Mrs. Nancy Seaton, widow of Fire Marshal Seaton, joined us in Commissioners Court to see this resolution pass.  

3. Consider and take necessary action to accept the Smith County Historical Commission bylaws and authorize the county judge to sign all related documentation.

Comments:

The bylaws for the Smith County Historical Commission were approved with an amendment to Section 9.03. After speaking with the Auditor, it was suggested to add language that better defined the placement of funding. The SCHC will submit a budget to the Budget Officer but they have plans to apply for grants and raise funding.  
 
If you would like to attend their meetings, they have them scheduled for the second Tuesday of the month at 1:30PM in the Commissioners courtroom.

4. Consider and take necessary action to amend the order to increase the Smith County Historical Commission size from nine members to 10 members and authorize the county judge to sign all related documentation.
 
5. Consider and take necessary action to name and appoint one member to serve from the time of appointment through January 31, 2027, on the Smith County Historical Commission, and authorize the county judge to sign all related documentation.

Comments:

We approved the appointment of Dorothy Franks to the Commission.

FIRE MARSHAL/ EMERGENCY MANAGEMENT
6. Consider and take necessary action to approve the awards of $297,365 for debris removal, $35,438 for CR 2110, and $21,563 for CR 3203, from the Federal Emergency Management Agency for Public Assistance, allow the county judge to sign all related documentation, and allow the Emergency Management Coordinator to submit all required documentation to the Texas Division of Emergency Management.

Comments:

Emergency Management Coordinator, Brandon Moore, worked countless hours to account for storm damage & debris cleanup that resulted in this award of $354,367.95. This was damage from the storms in May and June of 2024. 

ROAD AND BRIDGE
7. Consider and take necessary action to accept the completion of the construction contract for Roadway Improvements to CR 1246, authorize the county judge to execute the Reconciliation Change Order, and authorize final payment to Texana Land & Asphalt, Inc.

Comments:

Paving improvements were made to a total of 3.731 miles of county roadway. This was a part of the Road Bond Program.
Original bid = $1,091,592.10
Final cost = $1,069,164.62 
Underrun = $22,427.48

8. Consider and take necessary action to accept the completion of the construction contract for Roadway Improvements to CR 313 and CR 32, authorize the county judge to execute the Reconciliation Change Order, and authorize final payment to Texana Land & Asphalt, Inc.

Comments:

Paving improvements were made to a total of 5.445 miles of county roadway. This was a part of the Road Bond Program.
Original bid = $1,585,109.60
Final cost = $1,560,464.93
Underrun = $24,644.67

RECURRING BUSINESS

ROAD AND BRIDGE
9. Consider and take necessary action to authorize the county judge to sign the:
        a. Re-plat for Gruene Valle Ranch, Lots 54, 55 and 56, Precinct 1,
        b. Re-plat for Johnston Farms Estates, Unit 2, Precinct 3, and
        c. Re-plat for Dove Ridge, Phase One, Precinct 4.
 
10. Receive pipe and/or utility line installation request (notice only):
       a. County Road 138, CenterPoint Energy, install lines for service, Precinct 1,
       b. County Road 2213, Conterra Ultra Broadband LLC, install fiber optic                    cable, Precinct 2, and
      c. County 2175, Walnut Grove Water Supply Corporation, road bore,                       Precinct 2.

AUDITOR’S OFFICE
11. Consider and take necessary action to approve and/or ratify payment of accounts, bills, payroll, transfer of funds, amendments, and health claims.
